Q. What exactly is bleeding?
A. Bleeding is a term in the design & printing industry that refers to printing that goes beyond the edge of the sheet after trimming, for example if you design your artwork without bleed you would most likely end up with any information on the edges being cut off in the print/cut process but if you add a bleed that is a final cut point in the process you could consider it a safe point to design up to, you should add any text or important information within 3mm of the bleed edge and any graphics such as background outside this bleed edge.
